Dr Edwin Alfred Provencal, the former Managing Director of the Bulk Oil Storage and Transportation Company Limited (BOST), was reportedly arrested at Kotoka International Airport on November 10, 2025, while preparing for official travel to Maputo. The arrest followed a flight watchlist entry dating back to October 8, which the former BOST head was reportedly unaware of.
Former General Secretary of the New Patriotic Party (NPP), John Boadu, emphasized that while accountability is important, all investigations must follow transparent and lawful procedures. He raised concerns that the freezing of suspects’ bank accounts could hinder access to legal representation, highlighting the need to respect due process to maintain public confidence in the justice system.
The arrest is linked to issues raised in a recent forensic risk assessment by policy think tank IMANI Africa, which flagged governance weaknesses and alleged fiscal lapses in the government’s Gold-for-Oil initiative. The report cited pricing control failures, preferential access, and gaps in contractual arrangements as factors contributing to alleged mismanagement. Dr Provencal has maintained that the programme was executed according to corporate governance standards.
The situation has drawn attention to the balance between enforcing accountability and ensuring fair treatment, particularly regarding the rights of individuals under investigation. Authorities are being urged to conduct the matter openly and professionally.
