The Special Prosecutor, Kissi Agyebeng, has revealed that Strategic Mobilisation Ghana Limited (SML) lacked the technical capacity and logistical resources to carry out the audit and revenue assurance services contracted by the Ghana Revenue Authority (GRA).
Addressing the media on October 30, 2025, Agyebeng said investigations by his office uncovered statutory breaches, conflicts of interest, and unjustified payments tied to the SML contracts. He indicated that the agreements were fundamentally flawed, with no genuine operational need for the services and incomplete disclosure of arrangements with third-party partners, violating procurement and accountability rules.
Agyebeng further alleged that the deal was propelled by self-interest, naming former Finance Minister Ken Ofori-Atta as the primary supporter of the agreement. The Office of the Special Prosecutor concluded that the contract lacked justification and that payments made under it constituted misuse of public funds, intensifying concerns over transparency and governance in the controversial SML–GRA arrangement.
