Nana Agyei Baffour Awuah, lead counsel for former National Entrepreneurship and Innovation Programme (NEIP) Chief Executive Officer, Kofi Ofosu Nkansah, has alleged that officers who conducted the search at the home of the former official were unable to produce a warrant during the operation.
In a report by citinewsroom.com on February 10, 2026, lawyers of Nkansah confirmed that the operatives of the National Intelligence Bureau (NIB) searched his residence.
The search was triggered by comments he made during a radio discussion in which he alleged that some individuals paid money to secure scholarships to study abroad.
Counsel for the accused states that the search was prompted by remarks made during a radio broadcast, where he alleged corruption at the scholarship secretariat.
Specifically, he claimed that certain individuals had paid bribes to secure government-funded opportunities to study abroad.
Speaking to Citi News, lead counsel Nana Agyei Baffour Awuah however alleged that the officers who carried out the search could not produce a warrant when asked.
“The officers who came to conduct the search were unable to produce a warrant when we requested one,” he stated.
Kofi Ofosu Nkansah had earlier been invited by the NIB to assist with investigations after President John Dramani Mahama directed the intelligence agency to probe the allegations.
His lawyers have, however, dismissed claims circulating on social media that he had been arrested, stressing that he voluntarily honoured the invitation and cooperated fully with investigators.
“He was not arrested. He voluntarily appeared before the NIB and provided all the necessary information to assist with the investigations,” Nana Agyei Baffour Awuah said.
The legal team maintained that their client’s engagement with the NIB was in response to a presidential directive issued after he made the claims on Sompa 106.5 FM.
During the radio discussion, he alleged that payments were being made to secure government-funded scholarships through the Scholarship Secretariat.
The claims have since sparked public concern over transparency and fairness in the award of state-sponsored scholarships.
A statement was issued by the Office of the President on February 3, 2026, which described the allegations as “serious and of grave public concern” and tasked the NIB with verifying the claims, identifying any persons involved, and submitting its findings directly to the President for further action.
The lawyers reiterated that their client remains committed to supporting the investigations to ensure the truth is established.

Speaking in a recent interview on Sompa FM, Nkansah alleged that he knows people, including members of the New Patriotic Party (NPP), who have purchased some of these scholarships for sums as high as GH¢100,000 or more.
“These are the things Dr Bawumia says he would stop, and so he is bringing digitalisation, which was accepted by the delegates. I would not be a hypocrite to pretend that it doesn’t happen because, even with the new NDC government, I know people who have bought a foreign scholarship… The person bought the scholarship and has travelled abroad.
“I don’t know the exact amount the scholarships are sold for, but some cost up to GH¢100,000. Some NPP members are even buying it to travel abroad; I’m telling you,” he claimed.
He added, “What I’m trying to say is that whether the NDC is in power or the NPP, some of these excesses happen. We cannot pretend or think that it doesn’t happen. I’m talking about things that have already happened.”
Nkansah, however, stated that he does not know whether the scholarships are being sold through the Ghana Scholarship Secretariat, the Ghana Education Trust Fund (GETFund), or any other state entity responsible for awarding these scholarships.
