2026 Budget: New Bill to Mandate Public Asset Declaration for Senior Officials

A new law that will require senior public officials to publicly declare their assets is set to be presented to Parliament before the end of the year, according to the 2026 Budget Statement and Economic Policy of the Government.

The bill, titled the Conduct of Public Officers Bill, will be laid before the legislature in December 2025.

As outlined in the budget presented by Finance Minister Dr. Cassiel Ato Forson, the bill will make it a legal requirement for “senior public officials, including Ministers, Members of Parliament, and heads of state-owned enterprises, to publicly disclose assets upon assumption of and exit from office.”

The proposed legislation also includes what the budget describes as “a firm sanction’s regime for non-compliance,” indicating that penalties will be established for officials who fail to meet the disclosure requirements.

If passed by Parliament, this law would mark a significant shift in Ghana’s governance framework, moving asset declaration from a private, administrative process to a public one for the highest levels of government.
