The Public Accounts Committee (PAC) was left stunned on Monday, September 29, 2025, after uncovering that Tamale Teaching Hospital (TTH) had been disbursing salaries to a deceased staff member for more than two years.
According to the recent Auditor-General’s report, unearned payments to the late employee totaled GH¢1,449,000. Members of the committee expressed anger at the hospital’s failure to detect and stop the payments.

Dr Emmanuel Sena Kwasi Donkor, the hospital’s Director of Administration, admitted before the committee that only GH¢303,558.68, roughly 21 percent of the total funds, has been recovered.
He explained that some banks had stopped transferring the funds, but parliamentary intervention might be necessary to secure full recovery.

Dr Donkor also revealed that the hospital had referred the names of those involved to the Economic and Organised Crime Office (EOCO), which requested the relevant files for investigation.
Despite these assurances, PAC members were far from satisfied. Ranking Member Samuel Atta-Mills criticized the hospital’s lax validation procedures, emphasizing the absurdity of continuing salary payments to an employee who had passed away in 2022.
