The Office of the Special Prosecutor (OSP) has formally charged former Finance Minister Kenneth Nana Yaw Ofori-Atta and seven others with a total of 78 counts of corruption and corruption-related offences. The charges were filed on Tuesday, November 18, 2025, at the Criminal Division of the High Court in Accra under case number CR/0106/2026.
The allegations include conspiring to influence the procurement process to secure unfair advantages in contract awards, among other violations, under section 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).
The other accused are:
- Ernest Darko Akore, former Chef de Cabinet to the Finance Minister
- Emmanuel Kofi Nti, former Commissioner-General of the GRA
- Rev Dr Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA
- Isaac Crentsil, former Customs Commissioner and General Manager of SML
- Kwadwo Damoah, former Customs Commissioner and current MP for Jaman South
- Evans Adusei
- Strategic Mobilisation Ghana Limited (SML)
The charges follow investigations into alleged corruption and financial irregularities linked to contracts between the Ghana Revenue Authority (GRA) and SML. The Special Prosecutor, Kissi Agyebeng, revealed in an October 30, 2025 press briefing that evidence pointed to corruption, abuse of office, and breaches of procurement laws by senior Finance Ministry officials, GRA personnel, and SML associates.
Agyebeng also stated that the OSP would seek recovery of GH¢125 million, describing it as unjust enrichment paid to SML through unlawful means. He noted that the contracts in question were unnecessary, and the amount represented overpayments to SML that will be reclaimed as part of restitution efforts.
