Private legal practitioner Martin Kpebu has alleged that some former appointees of the previous government who were involved in alleged corrupt practices may have financially supported political actors in the current government to avoid prosecution.

Speaking in an interview on TV3, footage of which has been widely shared on social media, Kpebu described Ghana’s political landscape as “dicey,” arguing that behind-the-scenes political arrangements often influence which corruption cases are pursued.

According to him, such arrangements are not unique to any single administration but rather occur across successive governments.

Kpebu noted that individuals who were widely expected to face arrest after a change in government have, in some instances, remained untouched, raising questions about political compromises made before elections.

“We are not that naive, okay? But we understand there are certain characters. You see them in the previous regime. Everybody was pointing hands.

“When this government changes, he’ll be the second or third to be arrested. the same in Ghana. You don’t understand how the elections were won.

“Before elections, people go and trade horses. They will find the opponent,” he said.

He further alleged that pre-election negotiations, what he described as “trading horses” often involve financial support from politically exposed individuals seeking protection once a new government assumes power.

Kpebu maintained that the absence of legal action against certain individuals, despite public allegations, points to political funding as a possible explanation.

“Yes, some of this is. You can’t get the hardcore evidence. But we know that, listen, this person walks in town and he has no case at all against him. You can see that he must have funded elections. Yes, because that’s the only time it makes sense.”
