Komenda Sugar Factory disconnected over unpaid utility bills – Trade Minister

The Ministry of Trade, Agribusiness and Industry has disclosed that the Komenda Sugar Factory has been disconnected from the national electricity grid and had its water supply cut due to unpaid utility bills.

Speaking on the floor of Parliament on Tuesday, February 17, 2026, the Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, explained that the Electricity Company of Ghana (ECG) and Ghana Water Limited took the decision after the factory failed to settle outstanding debts.

“The factory has been disconnected from the national grid by the Electricity Company of Ghana and water supply by Ghana Water Limited due to unpaid bills. Added to the poor state of the equipment, the facility has accumulated significant debts,” the Minister told the House.

She noted that although the factory has the potential to contribute significantly to national development, persistent technical and operational challenges have prevented it from operating at full capacity.

The Minister further disclosed that the government has engaged a transaction advisor to help secure a strategic investor to revitalise and operationalise the facility.

“Given the importance the government attaches to the factory, the Ministry has prioritised the engagement of a transaction advisor to package the factory and secure a strategic investor to operationalise the factory and farms in the 2026 budget,” she added.

The Komenda Sugar Factory, which was established to boost local sugar production and reduce imports, has faced operational setbacks since its commissioning.
