The Minister of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, has warned that the government will not accept any attempts by individuals to act as fronts for foreigners under Ghana’s newly introduced Mining Local Content and Local Participation Policy.
Speaking at the opening of the maiden Mining Local Content Summit 2026 in Takoradi, on Wednesday, February 18, 2026, which focused on building a resilient mining sector, the minister said the policy is designed to maximise opportunities for local investors and strengthen Ghanaian participation in the mining industry.
“The Minerals Commission has developed a Mining Local Content and Local Participation Policy framework that prioritises Ghanaian participation not as an afterthought but as a strategic imperative. The establishment of a special-purpose vehicle to drive sustainable partnerships in industrialisation is well underway,” he said.

He warned that any form of fronting, where Ghanaians are used as fronts for foreign interests, will not be accepted.
“The platform we are trying to create, the great opportunity we are opening for Ghanaian Participation comes with a solemn warning. We frown on and we will not condone any form of fronting by Ghanaians,” he said.
He stressed that permitting fronting would limit genuine local involvement and deprive Ghanaians of opportunities intended for them, thereby defeating the purpose of the policy.
The Chief Executive Officer of the Minerals Commission, Isaac Tandoh, pledged that the Commission would take firm action against anyone seeking to frustrate the government’s efforts to reform Ghana’s mining sector.
