Security expert Dr. Ishmael Norman has called on President John Dramani Mahama to appoint a woman as Ghana’s next Minister of Defence, highlighting the reputational and policy benefits such a move would bring.
Speaking in an interview on JoyNews’ The Pulse, Dr. Norman argued that it is time for Ghana to break the tradition of men occupying the Defence Ministry and for the President to select a capable female leader who understands policy, parliamentary procedures, and budgeting in the defence sector.
“It will be for reputational benefit, and this thing will be so high up before all women, all girls, that it will be amazing the benefits of that appointment. We are tired of men; appoint a woman, Mr. President. Please, please, appoint a woman,” he appealed.
On the specific female candidate he proposes, Dr. Norman named the Korle Klottey MP Dr. Zanetor Agyemang Rawlings. He highlighted her experience on the Defence and Interior subcommittee, the Intelligence subcommittee, and her participation in activities at the Ghana Armed Forces Staff College.
“She has quite a lot of qualifications,” he said. “She has proven her worth as a medical doctor, parliamentarian, and disciplined professional.
“There is not an iota of any bad thing said about her. She has been groomed for that role, and it is high time she is elevated to that position.”
Dr. Norman also referenced Ghana’s affirmative action law, noting that women should occupy at least 25% of top positions in every organization, a target that has not yet been met in the defence sector.
He urged patience, however, acknowledging that the final decision rests with President Mahama and the Council of State, and emphasised the importance of careful consultation before appointing the next Defence Minister.
When asked about Deputy Defence Minister Ernest Bronya Genfi, Dr. Norman described him as being careful and diplomatic in his role, particularly given the sensitive circumstances surrounding the ministry.
He praised him for his professionalism and commitment, noting that any future appointment would require the consultation of the President, the Council of State, and the military leadership.
