Survey Council Bill key to national security and investment protection — Surveyors

The Ghana Institution of Surveyors has renewed calls for Parliament to pass the long-delayed Survey Council Bill, aimed at regulating the profession and eliminating unqualified practitioners.

Speaking at the 21st Surveyors Week and the 57th Annual General Meeting held in Accra on February 23, 2026, the President of the Institution, Kofi Obeng Ayirebi, reaffirmed the organisation’s commitment to seeing the bill passed, describing it as critical to reforming the industry and improving public understanding of the role of surveyors.

“Securing surveying practice through an Act of Parliament is not merely a professional matter. It is a governance issue, an investment protection issue, and fundamentally a national security issue. Land administration, valuation, infrastructure planning and development, and spatial data lie at the heart of sovereignty, development planning, and public accountability,” he said.

He added that “a coherent legal framework for surveying signals that Ghana is serious about institutional maturity, regulatory balance, and the protection of public assets.”

The bill, which has been under discussion for more than two decades, seeks to restore professional standards and strengthen oversight within the surveying industry.

If passed, the legislation will establish a Survey Council to oversee licensing, enforce professional conduct, and discipline surveyors where necessary.

It is also expected to curb malpractice, protect the integrity of the profession, and ensure that both members and non-members operate under clear and enforceable standards.

The Ghana Institution of Surveyors has repeatedly urged the government to fast-track the bill’s passage.

The Ministry of Lands and Natural Resources has also indicated that it will prioritise the bill, raising hopes that the legislation could soon be brought before Parliament.
