The National Communication Authority (NCA) is inviting public views on plans to enact a law for managing and charging foreign messaging services like WhatsApp and SMS in Ghana.
This is to ensure foreign users pay for using Ghanaian networks and services.
“The National Communications Authority (NCA) intends to introduce a Regulatory Framework for the Management, Monitoring, and Monetisation of International Application-to-Person (AP) Messaging Traffic in Ghana.”
It is therefore inviting views and comments from Licensees, Service Providers, financial institutions, technology companies, industry stakeholders and the general public on the proposed Framework.
In a notice on March 18, it said the invitation is in accordance with Section 3 and Section 25 of the National Communications Authority Act, 2008 (Act 769) and Section 4.1 of the National Telecommunications Policy, 2005 (NTP’05).
“The Authority hereby invites views and comments from Licensees, Service Providers, financial institutions, technology companies, industry stakeholders and the general public on the proposed Framework, which can be accessed on the NCA website via www.nca.org.gh.”
It also announced that the public consultation shall commence with immediate effect and expire on April 10, 2026.
“All responses and comments should be submitted electronically as email attachments in Microsoft Word format to info@nca.org.gh, with a copy to dgsecretariat@nca.org.gh.”
