Defeamekpor calls for interdiction of Land Ministry’s director of finance

The Member of Parliament (MP) for South Dayi, Nelson Rockson Dafeamekpor, has called for the interdiction of Mr Frank Oliver Kpodo over his alleged involvement in a GH¢4.8 million procurement scandal at the Ministry of Defence.

Mr Kpodo, who currently serves as Director of Finance and Administration at the Ministry of Lands and Natural Resources, is accused of attempting to defraud the state through a contract for the supply of vehicles for the Defence Ministry in 2024.

Mr Kpodo was the immediate past Director of Procurement at the Ministry of Defence. According to him, he was transferred to the Ministry of Lands and Natural Resources in 2025 as Director of Administration and Finance.

The call was made during proceedings of Parliament’s Public Accounts Committee (PAC) on Tuesday, 31st March, when officials from the Ministry of Defence and Mr Kpodo appeared before the committee to respond to issues raised in the Auditor-General’s Report.

The report, which was disclosed by the Deputy Minister of Finance on 10th March 2026, details a contract for vehicles intended for border surveillance and the monitoring of the 2024 general election.

It revealed that although a Stores Receipt Advice (SRA), confirming receipt of goods, was issued on 12th October 2024, the vehicles were never delivered.

Meanwhile, the Ranking Member of the PAC, Samuel Atta-Mills, has indicated that he will advise the Attorney-General to prosecute Mr Kpodo over the matter.

At the time of this report, the Ministry of Finance had not released funds to the Ministry of Defence in relation to the contract.

The PAC is expected to make further recommendations as it continues its scrutiny of public sector financial management and accountability.
