The Minister for the interior, Muntaka Mohammed-Mubarak, has cautioned heads of security agencies that he will not be held accountable for any financial transactions that bypass his office.
His warning comes as the Ghana National Fire Service (GNFS) comes under scrutiny over a GHS 3 million resubmitted settled commitment.
Addressing the Public Accounts Committee on Tuesday, March 31, the minister said he had observed that most agencies often write directly to the Minister of Finance without passing correspondence through their respective sector ministers. He explained that this practice often creates confusion and duplication.
He described how these lapses can lead to repeated submissions and administrative inefficiencies.
“You’ll be sitting there, then all of a sudden something comes up, and you are not aware, or they have sent something, and now they forward it to you again, then you now send it again, then before you realise the repetition is happening,” he explained.
Recalling a recent meeting, he said he had formally instructed the chief director to ensure that all expenditure and correspondence from agencies pass through his office first.
“I vehemently told the chief director that, if you don’t let them pass their expenditures and letters through me, don’t ever call me to come and answer for them; I won’t answer for anything that did not pass through me,” he said.
The Interior Minister said these measures are aimed at preventing duplication of communication and ensuring accountability.
“So this is one of the things that we are doing to make sure that all these kinds of double letters or multiplications are avoided,” he said.
Using the Immigration Service as an example, Minister Mubarak highlighted that multiple deputies could potentially submit separate letters, creating further complications, and stressed the need for all correspondence to pass through his office.
