Former Chairman of Parliament’s Public Accounts Committee, James Klutse Avedzi, has alleged that delays in transmitting the Committee’s recommendations for prosecution hampered accountability during his tenure.
He explained that when he wrote to the Clerk of Parliament to forward the Public Accounts Committee’s recommendations to the Attorney-General, the request was initially declined.
According to him, it took persistent complaints before the Clerk eventually transmitted the recommendations, a situation he said affected the pace at which cases were handled.
Mr Avedzi noted that over a two-year period, the Committee made several recommendations for the prosecution of individuals cited in audit infractions, but many of these did not yield results due to the delays in forwarding the cases.
“For almost two years that i made a recommendation for prosecution of a number of people, the clerk of parliament refused to transmit it. I went to report the clerk to the speaker and the speaker called the clerk and he promised to go and transmit the letters, he didn’t. I had to make a statement on the floor to complain. It was a persistent complain before the clerk transmitted all these to the attorney general.”
He suggested that the lack of follow-through contributed to weak enforcement of accountability measures, allowing cited irregularities to persist.
