The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has condemned the implementation of the Agenda 111 health infrastructure program, calling it rushed and poorly thought through by the previous Nana Addo Dankwa Akufo-Addo administration.

Speaking on JoyNews’ AM Show on Monday, January 26, 2026, the minister said the policy was not the result of deliberate planning but rather a reactive decision taken under pressure.

“It was not something that was carefully planned; it was more of a knee-jerk reaction,” he said.

The minister further explained that the decision to roll out Agenda 111 was largely influenced by growing public criticisms over the poor state of health infrastructure across the country.

“There was a lot of criticism about the lack of health facilities, and the government felt compelled to respond,” he noted.

According to him, the timing of the program suggested it was driven by political considerations rather than long-term development objectives.

“It was introduced at a time when elections were approaching, and there was a need to create the impression that something significant was being done,” he said.

The minister further pointed out that despite the attention given to Agenda 111, the program failed at the enforcement and completion stages.

“You cannot point to a single Agenda 111 hospital that was completed and operational before the government left office,” Kwakye Ofosu stressed.

He further argued that the lack of operational facilities highlighted weaknesses in execution and supervision, even though the policy itself addressed a genuine national need.

“The idea of expanding health infrastructure is good, but execution matters, and that is where the problem was,” he said.

Kwakye Ofosu said the experience should serve as a lesson for future governments to prioritise careful planning and sustainability over political urgency.

“If policies are driven mainly by political expediency, you end up with projects that look good on paper but do not deliver real benefits,” he added.
