The Colleges of Education Teachers Association of Ghana (CETAG) has called on the Minister for Education, Haruna Iddrisu, to annul the appointment of a Senior Assistant Librarian as Acting Vice Principal of the Dambai College of Education, describing the decision as contrary to established academic governance rules.
In an open letter dated Monday, March 16, 2026, the association argued that the appointment of Dr Fred Alpha Adams to the role does not conform to the Harmonised Statutes governing Colleges of Education or the post-migration guidelines issued by the Ghana Tertiary Education Commission (GTEC).
CETAG explained that the position of Vice Principal is an academic leadership role which, under the applicable statutes, must be filled by a qualified member of the academic staff within the recognised academic progression structure.
The association maintained that appointing a Senior Assistant Librarian to occupy the position is inconsistent with established governance practices.
“The appointment of a Senior Assistant Librarian as Acting Vice Principal is inconsistent with Statute 12(2) of the Harmonised Statutes, the Harmonised Scheme of Service, the GTEC Post-Migration Guidelines and established practice across Ghana’s public universities,” CETAG stated in the letter.
The association noted that the vacancy at the college arose after the tenure of the previous Vice Principal ended in December 2025, describing the situation as foreseeable rather than a sudden or casual vacancy.
According to CETAG, the Harmonised Statutes require the Principal to nominate two academic Senior Staff A members whenever such a vacancy arises, after which one of the nominees is elected by convocation and subsequently appointed by the governing council.
The union further argued that the appointment also contravenes GTEC’s post-migration guidelines, which recommend that the Vice Principal position should ideally be held by a professor, or at least a senior lecturer where a professor is not available.
CETAG warned that allowing non-teaching staff to occupy the role could weaken academic leadership and undermine the governance framework introduced when Colleges of Education were migrated onto the university salary structure.
The association therefore appealed to the Education Minister to intervene and ensure that the appointment process complies fully with the relevant statutes and regulatory provisions governing tertiary institutions in Ghana.
