Franklin Cudjoe is the President of IMANI Africa
The President of IMANI Africa, Franklin Cudjoe, has said the growing public confidence in President John Dramani Mahama’s return to office is rooted in fiscal discipline rather than political loyalty.
According to him, the government’s early actions have projected order, restraint and seriousness, qualities many Ghanaians had been yearning for after years of economic difficulty.
Speaking on Joy News’ PM Express on January 7, 2026, Cudjoe described President Mahama’s second term as ‘phenomenal,’ noting that the administration appears to be benefiting from what he called guided leadership and a clear shift away from uncontrolled public spending.
“I think the second coming of John Mahama has been phenomenal,” he said, noting that his own review of the data raised questions about how the government had generated such goodwill in a short time.
He said his own assessment of the data raised questions about how the government had managed to build such goodwill within a short period, concluding that discipline was the defining factor.

Cudjoe singled out the Minister of Finance, Dr Cassiel Ato Forson, whose consistent emphasis on value-for-money spending has helped reassure the public that the national purse is no longer open-ended.
He said the finance minister’s posture has created confidence that public funds are being protected and deployed with caution, contributing to the restoration of trust in the government.
Describing Dr Ato Forson’s first budget presentation, Cudjoe said it felt more like a national conversation than a ceremonial exercise, with clear plans that have since been reflected in government policy decisions.
He noted that nearly all major policy moves taken so far align with what he described as ‘fiscal medicine,’ reinforcing the administration’s commitment to discipline as a governing principle.
While acknowledging that the previous administration laid some groundwork, particularly through debt restructuring efforts, Cudjoe said the current leadership deserves greater credit for how it has organised state affairs.
