Dr Clement Apaak says dog and cat meat are an important part of cultural heritage
The Deputy Minister of Education, Dr Clement Abas Apaak, has defended the consumption of dog and cat meat, describing it as an important part of cultural heritage and identity.
In a post shared on his X page on Wednesday, February 25, 2026, Dr Apaak who is the Global President of the Dog Meat Eaters Association (DOGMEA), dismissed calls by the Institute of Community Sustainability to ban the consumption of these animals.
Dog meat now a delicacy
Dr Apaak explained that food, including dog and cat meat, is closely linked to cultural expression, heritage, and social bonding.
“We consume dog and cat meat because that is part of our culture, our heritage and our tradition. Consuming dog and cat meat is part of our identity,” he said.

Dr Apaak further indicated that non-consumers cannot impose their ethical standards on members of DOGMEA, and urged them to continue consuming these delicacies.
“I urge members to boldly and fearlessly consume the special delicacies. We are proud of our heritage; we are proud of our culture. It is our birth right to consume dog and cat meat”, the post stated.
In a statement issued on Monday, February 23, 2026, the institute called on the government to urgently criminalise the trade to protect both public health and the nation’s social fabric.
It argued that the current trend of treating domestic pets as a food source diminishes their value as loyal partners and emotional companions.
“We cannot sit idly by while public health is put at risk and our loyal companions are mistreated. It is time for Ghana to align with global health standards and ethical practices. Cats and dogs are our family; they deserve protection, not the slaughterhouse,” it stated.
