Free Tertiary Education Could Soon Cover All Learners with Special Needs

Ghana is preparing to transform support for students with disabilities, with the government planning significant funding increases and policy reforms to make learning more accessible.

Minister of Education Haruna Iddrisu told school leaders that the Ministry is developing a framework to guarantee that learners with special needs receive consistent, well-targeted resources. Central to the plans is the promise of free tertiary education for people with disabilities, a move designed to expand opportunities beyond basic schooling.

The Ministry is also considering raising the daily support grant for special needs students from GHS 8 to GHS 15, acknowledging that higher costs are needed to meet their unique learning requirements. This funding is expected to come from the GETFund, with potential annual allocations between GHS 65 million and GHS 100 million.

Iddrisu highlighted that improving infrastructure, making classrooms more accessible, and providing modern assistive tools are all part of the vision. A Cabinet Memo is being prepared to secure official approval for these sweeping reforms.

If approved, these initiatives could create a more inclusive education system, allowing children with disabilities to benefit fully from Ghana’s education policies and pursue higher education without financial barriers.
