GH¢1.5B Alleged Fraud Lands Former NSA Boss on Immigration Stop List

Osei Assibey Antwi, the former Executive Director of the National Service Authority (NSA), has been prohibited from travelling abroad as the High Court enforces strict bail conditions while he faces a high-profile financial misconduct case.

The court required Antwi to post GH¢800 million bail, supported by six sureties with landed property of equivalent value, before granting his release. He pleaded not guilty to 14 charges that include stealing, causing financial loss, and money laundering, involving a total sum exceeding GH¢1.5 billion.

Authorities revealed that during his tenure from August 2021 to February 2025, Antwi allegedly authorised payments of over GH¢500 million in allowances to more than 60,000 purportedly “ghost” national service personnel who did not exist, a scandal that has shaken the public sector.

As part of the bail agreement, all his passports were surrendered to the court, and he must report to Police Headquarters twice monthly. The prosecution has been instructed to file all necessary disclosures, and the case will resume on December 2, 2025.

The Immigration Service stop-listing underscores the seriousness of the allegations and the court’s determination to ensure Antwi’s availability for ongoing investigations and eventual trial. The matter has renewed calls for stricter oversight and transparency in Ghana’s management of public funds.
