Dr Mustapha Abdul-Hamid, the former Chief Executive Officer of the National Petroleum Authority (NPA), has filed a court application seeking the release of his passport to undertake a political engagement in Canada. The application is scheduled for hearing at the Criminal High Court on Thursday, November 13, 2025.
The Office of the Special Prosecutor (OSP), which is prosecuting Dr Abdul-Hamid and nine others in the GH¢291 million NPA case, has opposed the request. As part of his bail conditions, the former NPA CEO had surrendered his passport and was placed on the OSP’s stop list, preventing him from leaving the country.
The ongoing case, titled The Republic v. Mustapha Abdul-Hamid & 9 Ors (Cr/0603/2025), involves allegations of extortion, abuse of office, and money laundering, with financial malfeasance reportedly exceeding GH¢291.5 million and US$332,407.47.
The ten accused individuals include former and current NPA officials as well as associated business entities. Authorities have seized and frozen assets valued at over GH¢100 million, encompassing vehicles, tanker trucks, fuel stations, houses, apartments, and land believed to have been acquired using the alleged illicit funds.
The OSP alleges that the accused extorted money from bulk oil transporters and oil marketing companies, with proceeds laundered through property acquisitions and business entities to conceal their origin.
