President Mahama has announced that government has fully settled all outstanding education-related arrears owed to public basic schools and key education stakeholders.
According to him, all capitation grant arrears owed to public basic schools have been cleared.
In addition, outstanding arrears related to BECE examination registration subsidies owed to the West African Examinations Council have been fully paid, including legacy debts accumulated over previous years.
“The government has fully cleared all outstanding capitation grant arrears owed to the public basic schools, as well as cleared all outstanding arrears of BECE exam registration subsidies due to the West African Exams Council. For previous years, the legacy debts to the West African Examinations Council have all been cleared,” he indicated

Delivering the State of the Nation Address on February 27, 2026, the president highlighted progress in strengthening governance and accountability within the education sector through legislative reforms.
He disclosed that Parliament of Ghana passed several critical education-related bills in 2025.
These include the Kwame Nkrumah University of Science and Technology Bill 2025, the Ghana Scholarships Authority Bill 2025, the Change of University Names Bill 2025, the Investment for Development Studies Bill 2025, and the Ghana Education Trust Fund Bill 2025.
President Mahama also assured that the 2025 academic year recorded a stable and uninterrupted supply of quality food under the Free Senior High School programme, addressing longstanding concerns about feeding disruptions.
“These reforms are aimed at deepening coordination, accountability, and efficiency across the education sector,” the president stated.
