I find reshuffling of state officials involved in malpractice very distasteful – Domelevo

The Former Auditor-General Daniel Yaw Domelevo has tagged the recent 8.1 billion cedis irregularities cited in Audit Report read by the Deputy Finance Minister,, as “disgusting” and “distasteful”.  He however said it is “not surprising” given similar incidents during his time in office.

Speaking on the GTv Breakfast Show, he shared an experience were he disallowed 5.4 billion cedis during his time in office yet nothing happened to the culprits involved.

He further stated that, despite the images portrayed of little to no consequences for such behavior some get away with their misappropriation of public funds and that has contributed to the culmination in what we are seeing today

“The fictitious claims or receipts or documents to make a claim against government are not new, if you read the liabilities report I issued I think 2017 or thereabout, it is the same things that happened”, he added.

He also reiterated that though it seems that nothing happens after the Auditor General disallows some financial mismanagements there are some culprits the Auditor General will not be able to find.

He urged people not to assume that what the Auditor General has found is 100%.

In addition, he pleaded with the presidency to take administrative measures, including suspending all people responsible for the misappropriation of public funds of the state,  set up a committee to examine the extent of their involvement and investigate the extent to which such things have been going on.

The former Auditor-General, called out the practice of reshuffling public officials who commit offences, saying it’s not a solution. He believes officials should face sanctions like dismissal or suspension instead of being transferred to another ministry or public office to continue the misconduct.

“I disagree with the approach of reshuffling where public officials commit offences and are taken to other ministries to continue the offences. That must stop. It is not a solution”, he noted.

 Speaking on the GTV Breakfast show today, March 12, he cited an instance saying,  “If someone commits an offence in let’s say, Ministry of Finance, you do not send him to Ministry of Education to continue messing up. You must sanction the person either by dismissal or suspension. That is better than just reshuffling them. I find it distasteful that people misbehave in government and we just push them into  better or higher positions”. 

His comments follow the alleged uncovering of GH¢8.1 billion in irregularities, including unsupported documentation, duplication, and overstatements. The report which was submitted to the Ministry of Finance and presented to Parliament on March 10, 2026 revealed GH¢89.4 million submitted under the One District, One Factory initiative was deemed fictitious, large quantities of rice and maize meant for dry spell relief were unaccounted for, GH¢61.7 million was overpaid to a transportation company for partially delivered goods and GH¢293 million in bank transfers lacking supporting documentation.
