Kwakye Ofosu explains phased implementation of Agenda 111 projects

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has said that the government has opted to implement the Agenda 111 hospital projects due to financial constraints.

According to him, completing all the projects at once would require about $1.5 billion to $2 billion, an amount the government cannot realistically mobilise at this time.

“The government has decided that it’s not going to be able to scramble $2 billion. I think at the last instance, we had about 1.5 billion dollars to complete it and therefore, it is obvious that finding that kind of money at this time would be difficult.

“So, we have to do it in phases. So, this year, money has been set aside in the budget to complete 10 of them. And then, as we go forward, more and more we’ve got on the stream,” he stated in an interview on JoyNews on Monday, January 26, 2026.

Kwakye Ofosu said the approach taken by the government is more than attempting to spread limited resources thinly across multiple projects without adequate funding.

He stressed that the government has learnt lessons from past governance mistakes, including making ambitious promises without the financial capacity to fulfil them.

“But that is a lesson in how not to govern, you know, how not to make lofty promises, when you know clearly that you do not have the means to carry it out.

“But we have learnt lessons and therefore, whatever we do, we plan it carefully and then are able to realize the resources required to be able to execute it”, he added.
