President John Dramani Mahama’s administration is under increasing scrutiny due to soaring compensation payments, despite claims of running a smaller government. Expenditure numbers indicate little to no budgetary gains from the reduction in the number of ministries. Over the course of three years, data on government compensation expenditures demonstrate a consistent and notable increase.Compensation was GH¢63.6 billion in 2024.This amount increased significantly to GH¢76.6 billion in 2025, and an additional GH¢90.7 billion has been set aside for 2026.Critics claim that the government’s “lean government” narrative is undermined by the rising trend, which places total compensation spending under the Mahama administration at almost GH¢91 billion. The administration has claimed that significant savings have resulted from reducing the size of government, especially by lowering the number of ministries and political appointments.

The compensation numbers, however, indicate that overall human expenditures are still rising, which begs the question of whether or not savings are being obtained. In contrast, compensation expenditures during a similar period under the previous Akufo-Addo administration were anticipated to be around GH¢60 billion, even though his government was frequently criticized for being bloated.
