The Confederation of African Football (CAF) has fined the Royal Moroccan Football Federation (FRMF) $300,000 for misconduct involving ball boys, players, and officials during the TotalEnergies Africa Cup of Nations Morocco 2025 final.
The sanctions were announced after the CAF Disciplinary Board concluded its investigations into incidents during the heated final between Morocco and Senegal, ruling that several actions violated the CAF Disciplinary Code and brought the game into disrepute.
According to the decision, the FRMF was fined $200,000 for the inappropriate behaviour of stadium ball boys during the match. CAF said the conduct breached the principles of fair play and contributed to disorder during critical moments of the final.
The federation was also fined $100,000 for the improper conduct of Morocco’s national team players and technical staff, who invaded the Video Assistant Referee (VAR) review area and obstructed the referee in the performance of his duties.
In addition to the fines, CAF imposed sporting sanctions on two Moroccan players. Achraf Hakimi was suspended for two official CAF matches, and one of those matches was suspended for one year from the date of the ruling, for unsporting behaviour.
Ismaël Saibari was handed a three-match suspension and fined $100,000 for his conduct during the final.
CAF further fined the FRMF $15,000 for the use of lasers by Moroccan supporters inside the stadium.
The disciplinary measures were followed by chaotic scenes at the end of the final, which featured confrontations among players, officials, and match personnel.
CAF also imposed sanctions on the Senegal Football Federation (FSF) and several of its officials and players.
Senegal head coach Pape Bouna Thiaw was suspended for five CAF matches and fined $100,000 for unsporting conduct. Players Iliman Cheikh Baroy Ndiaye and Ismaïla Sarr were each suspended for two matches for misconduct toward the referee.
The FSF was fined $300,000 for the improper conduct of its supporters and an additional $300,000 for the unsporting behaviour of its players and technical staff. A further $15,000 fine was imposed after five Senegalese players received cautions in the match.
CAF also dismissed a protest filed by the Moroccan Football Federation alleging regulatory breaches by Senegal during the final, rejecting claims of violations under Articles 82 and 84 of the Africa Cup of Nations regulations.
The disciplinary rulings bring to a close CAF’s review of the AFCON 2025 final, one of the most controversial matches in the tournament’s history, underscoring the governing body’s insistence on discipline, fair play, and respect for match officials at Africa’s premier football competition.
