ORAL loots to be recovered through courts, not extrajudicial means – Kwakye Ofosu

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has clarified the National Democratic Congress (NDC)’s stance on the Operation Recover All Loots (ORAL), stressing that the initiative is strictly judicial.

Speaking on Key Points on TV3 on February 28, 2026, Kwakye Ofosu said the operation does not involve any extrajudicial measures.

“We have never said that there was any other way; it is an Operation Recover All Loot. How do you recover the loot? You have to be convicted by a court of the crime before you forfeit the property, which is believed to have been the proceeds of the crime… That is what we promised, and that is exactly what we are delivering,” he explained.

Dr Tiah Abdul-Kabiru Mahama, Member of Parliament for Walewale, cautioned that the operation must meet its financial target.

“ORAL promised to retrieve $21 billion; anything short of that is failure,” he said.

The discussion followed president John Dramani Mahama’s 2026 State of the Nation Address delivered on February 27, 2026, in which he described ORAL as a ‘defining priority’ for his government and a central pillar of good governance, accountability, and prudent management of public resources.

The president noted progress in the collaboration between law enforcement, financial intelligence, and prosecution agencies, leading to criminal proceedings and asset forfeiture against some individuals and entities implicated in financial crimes.

However, he admitted that more work is needed to meet public expectations.

“We must press harder on the accelerator,” he stated.
