The Office of the Special Prosecutor (OSP) has announced plans to file charges by the end of November 2025 against former Finance Minister Ken Ofori-Atta and five other officials over alleged irregularities in the revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).
Other individuals expected to face prosecution include former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, along with GRA officials Isaac Crentsil and Kwadwo Damoa, and Ernest Akore, former Technical Advisor at the Ministry of Finance.
Following months of investigation, the OSP found evidence of corruption, abuse of office, and serious breaches of procurement laws in the awarding and execution of the contracts. The investigation reportedly determined that there was no genuine need for contracting SML for the work it claimed to perform, and the full agreements with third-party collaborators were not submitted, undermining transparency and accountability.
The OSP also revealed plans to recover GH¢125 million from SML, citing unjust enrichment from overpayments that occurred at the expense of the state.
Ken Ofori-Atta was first identified as a suspect in January 2025 in connection with multiple corruption-related cases, including contracts with SML, expenditures linked to the National Cathedral project, and issues in health and tax refund operations. He was declared a fugitive in February 2025 after failing to comply with multiple OSP summonses.
Despite legal assurances from his lawyers to remove his name from the wanted list, Ofori-Atta again failed to appear before the OSP in June 2025, reinstating his fugitive status. The OSP indicated that extradition efforts are ongoing while maintaining the Interpol Red Notice.
Ten months after his initial fugitive declaration, Ken Ofori-Atta has neither been arrested in the United States nor returned voluntarily to Ghana.
