The petition urges the authorities to facilitate the suspect’s return to Ghana to face prosecution
An Eminent Peace Ambassador and Founder of the International Association of World Peace Advocates (UN/IAWPA), Phyllis Henrichs, has submitted a petition to the Russian Embassy, demanding justice for Ghanaian women implicated in a sex scandal involving a Russian national.
Henrichs is calling on the Russian government to take responsibility for the actions of its citizen and to ensure compensation and medical and psychological support for the affected women.
The petition urges the authorities to facilitate the suspect’s return to Ghana to face prosecution.
The peace advocate described the incident as an affront to the dignity of Ghanaian women and a violation of societal values.
“The Russian government must compensate the affected women, cover all their medical expenses, and ensure that the suspect returns to Ghana to face prosecution.
“This is an abomination. No one should be allowed to come to Ghana, exploit our women, damage their reputations, and walk away without consequences.
“We are calling on the Russian government to do the right thing to support the women’s health needs, provide adequate compensation, fund counselling services, and take appropriate steps to address the harm caused, “she said during the submission of the petition on Friday February 20, 2026.
Meanwhile, the Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, has revealed passport details of the Russian national at the centre of the controversy.
Addressing the issue on February 18, 2026, the Ningo-Prampram Member of Parliament stated that authorities are in possession of the suspect’s Russian passport and will share the details with the media to confirm his identity.
According to the minister, the individual has been identified as Vladislav Aleksandrovich Liulkov, a Russian Federation national born on September 19, 1989.
“We have his passport, which we will be sharing with the media, his Russian passport,” George said.
“His first name is Vladislav and his last name is Liulkov. The passport with which he entered the country will be shared with the media so that his identity is made known.”
George explained that the disclosure is intended to protect women who have been publicly misrepresented in connection with the scandal.
The minister clarified that investigations so far indicate that not all the women whose images were circulated online were involved in intimate encounters with the suspect.
“Let us be clear, not all the women he has publicised were engaged in an intimate encounter with him,” he stressed.
According to him, cybersecurity investigations have revealed that in some instances, the man merely met the women in public places such as shopping malls, exchanged greetings, and had brief conversations, with no evidence of sexual activity.
“Some of the cases that have come to us show that he barely met the women at malls, greeted them, and briefly engaged them,” George said.

“Cybersecurity checks indicate that in some instances there is no video of him with those ladies beyond the mall encounters,” he added.
Despite this, he alleged that the suspect portrayed the women online as though they had been involved in intimate acts with him.
“That is wrong, and such a person must be brought to face the full rigours of the law,” he stated.
George appealed to the public to show empathy toward the affected women, noting the serious psychological toll the incident has taken on some of them.
“There are people who are genuinely innocent and have not had any intimacy with the said gentleman. But because he portrayed all of them as victims, it has been traumatising for many of them,” he said.
The case is currently being handled by relevant state institutions, including the Ghana Police Service, with cybersecurity experts supporting investigations to determine the full extent of the alleged misconduct and ensure accountability.
