President Mahama Emerges Best in NDC Govt Performance – 2025 Citizens Survey

President John Dramani Mahama has emerged as the best performer in the NDC government, according to the 2025 Citizens’ Perception Survey report on Governance released by Feedback Africa Limited.

According to Professor Smart Sarpong, Team Lead for Feedback Africa Limited and lecturer at Kumasi Technical University, said President John Mahama scored 74%, earning a ‘very good’ rating. In contrast, the NDC government’s overall performance was rated ‘good’ with 66%.

The survey, conducted across 138 districts out of Ghana’s 261 Metropolitan, Municipal and District Assemblies (MMDAs), captured citizens’ views on governance performance, cost of living, income levels, and the effectiveness of both local and central government institutions.

On economic conditions, the survey found that 68.8 percent of Ghanaians believe the cost of living in 2025 was moderate compared to 2024. Nonetheless, 26 percent of respondents said the cost of living was high to very high, indicating persistent pressure on household incomes.

The gap reflects differences between leadership perception and the combined contributions of appointed officials. “Government performance is a collective outcome. While the President is rated highly, the overall score reflects the work of ministers and other public office holders,” he explained.

The survey rated central government performance at 51.6 percent, a marginal pass. Respondents highlighted currency management, price stability in business services, agriculture improvement, and food security as the strongest contributors to central government performance in 2025.

However, industrialization emerged as one of the weakest performing sectors, with Feedback Africa urging the government to prioritise reforms and investments in that area.

Local government institutions recorded significantly lower scores. The overall performance of Metropolitan, Municipal and District Assemblies (MMDAs) stood at about 43 per cent, representing a weak pass. Critical service areas such as street lighting installation and maintenance and market maintenance were rated as outright failures.

Prof. Sarpong said the majority view forms the overall verdict for the year but stressed the need for government to respond to concerns at both ends of the spectrum.
