Special Prosecutor Defends Charges Against Former NPA Boss

The Office of the Special Prosecutor has strongly disagreed with comments made by former National Petroleum Authority Chief Executive, Dr Mustapha Abdul-Hamid, suggesting that his ongoing trial is insignificant and holds no substance.

A public statement issued on November 4, 2025, emphasized that the prosecution is supported by extensive records and evidence, and involves major corruption-related offences. The investigative body stressed that the former NPA boss is currently before the Criminal High Court on multiple serious charges.

According to the OSP, the state suffered losses amounting to more than GH¢291 million and over US$330,000 through activities they believe he coordinated while in office. As part of their investigations, assets valued at more than GH¢100 million and over US$100,000 have been seized or frozen, with further property still under tracing.

The charges the Special Prosecutor is pursuing include:

  • Collaboration with two officials at the NPA to unlawfully demand huge sums from petroleum sector operators between December 2022 and December 2024.
  • Receiving payments totalling GH¢24 million and GH¢230,000 under the cover of official responsibilities.
  • Using public authority for personal gain, resulting in improper financial benefit from state-related transactions.
  • Possessing wealth beyond legitimate earnings, suspected to be connected to financial crimes under the money-laundering laws.

The OSP maintains that the prosecution seeks accountability over what it describes as a well-executed scheme that siphoned large funds from the petroleum industry.

Dr Abdul-Hamid, however, continues to dismiss the allegations. After a court appearance in Accra, he brushed aside the matter as unworthy of concern while visiting court to show solidarity with a political colleague from the New Patriotic Party.
