Vice President Professor Naana Jane Opoku-Agyemang has called for accelerated digital reforms in public financial management, insisting that technology, transparency, and accountability are non-negotiable for sustainable fiscal governance.
She made the call on April 23 in Koforidua when she opened the 2026 Controller and Accountant-General’s Annual Conference.
The conference was held under the theme “Leveraging Technology, Transparency and Accountability for Sustainable Fiscal Governance.”
Addressing a gathering of accountants, auditors, and finance officers from across the public sector, the Vice President said sound accounting systems are central to effective governance.
She explained that robust systems allow government to plan properly, allocate resources efficiently, and deliver tangible results to citizens.
Prof. Opoku-Agyemang linked fiscal discipline and institutional performance to the country’s recent economic gains.
She cited declining inflation and a more stable currency as measurable outcomes of deliberate reforms being implemented by the Mahama administration.
“When we get the fundamentals right, the results show,” she said.
She argued that the future of fiscal governance lies in responsible digital transformation.
According to her, innovation must be deployed to enhance efficiency, reduce leakages, and improve real-time financial reporting across all Ministries, Departments, and Agencies.
She specifically urged the Controller and Accountant-General’s Department to strengthen payroll systems and eliminate irregularities such as ghost names, describing transparent and verifiable processes as critical to safeguarding public resources.
The Vice President underscored government’s commitment to value for money, stating that every Cedi spent must deliver impact for the people.
She described the Controller and Accountant-General’s Department as central to that agenda, noting its role in translating policy into impact and ensuring that public funds are used effectively.
Prof. Opoku-Agyemang commended staff of the Department for their dedication to public service.
She encouraged them to sustain their commitment to transparency, accountability, and professional excellence, adding that the credibility of the state rests heavily on how public finances are managed.
The annual conference serves as the Department’s flagship platform for reviewing financial management practices and setting reform priorities.
This year’s emphasis on technology aligns with government’s broader drive to digitize public financial management, integrate revenue and expenditure systems, and tighten controls on the public payroll.
The Vice President’s remarks reinforce the administration’s position that economic recovery must be built on fiscal discipline and institutional integrity, with technology as a key enabler.
