The Ministry of Youth Development and Empowerment has denied claims that it awarded a contract to manage the National Service Scheme (NSS) payment platform, following online allegations that the deal had been handed to Ghanaian tech firm Hubtel.

Minister George Opare-Addo dismissed the reports as baseless, stating that no such contract had been awarded to his knowledge. His rebuttal comes amid growing speculation that the reassignment of Acting NSS Director-General Felix Gyamfi to the Ministry of Finance was linked to internal disagreements over the platform’s management.

Sources suggest Gyamfi had resisted efforts to replace the existing software system used by the NSS, preferring to retain the current service providers. His sudden transfer, after just seven months in office, has fueled speculation about a rift between the authority and the supervising ministry.

The controversy coincides with delays in the posting of new national service personnel for 2025, which officials have attributed to an ongoing audit of the NSS online portal. The timing has raised questions about whether the audit is part of a broader push to overhaul the platform — and if so, who stands to benefit.

While Hubtel has not issued a statement, the company’s name has resurfaced in political circles due to past allegations of favoritism and contract awards linked to former Vice President Dr. Mahamudu Bawumia. The current administration, led by the National Democratic Congress (NDC), had previously criticized such arrangements.
