Joyce Bawah Mogtari is the Special Aide to President Mahama

The Special Aide and Advisor to the President, Joyce Bawah Mogtari, has said that the Accra Reset, an initiative spearheaded by President John Dramani Mahama, is a head-of-state-sponsored and strategic initiative designed to confront the structural challenges facing many countries of the Global Majority.

In a post shared on X on January 17, 2026, she explained that the initiative seeks to address the convergence of pressures that have increased in recent years.

“The Accra Reset is a Head-of-State-sponsored strategic initiative conceived to address a persistent structural condition confronting many countries of the Global Majority: the erosion of practical sovereignty despite formal political independence,” the post indicated.

Bawah Mogtari noted that the pressures include geopolitical contestation, a fragmented multilateral system, constrained fiscal space, disrupted aid and financing flows, and limited effectiveness of externally designed development interventions.

According to Bawah Mogtari, the Accra Reset is a structured system that aims at addressing the “triple dependency burden”, which consists of geopolitical vulnerability, donor dependency, and geostrategic marginalisation.
